Thomas Jefferson : a comprehensive, annotated bibliography (by Frank Shuffelton)
In 1943 when the project started at Princeton University the editors projected a minimum of fifty volumes in two series. The first, a chronological series of every available letter written by or to Jefferson, was created to include messages, speeches, travel journals, minutes of proceedings, etc. Series two was to consist of the other writings of Jefferson such as the Notes on the State of Virginia and Manual of Parliamentary Practice arranged in a classified scheme. Jefferson's papers have been presented in numerous formats and arrangements; however, Boyd and Butterfield conjectured that less than one-third of the total had been published ... Paul Sifton notes in this description of the Jefferson papers deposited at the Library of Congress: "The Boyd volumes will attempt, in printed form, to restore the Jefferson papers to the archival care and historiographical thoroughness which they possessed when Jefferson bequeathed them to his favorite grandson." -- Marilyn K. Note on v. 20: Contains Boyd's last long Editorial Note, entitled "Fixing the Seat of Government," which brings together papers concerning the planning for the new national capital. Boyd argues that "Jefferson's impress upon the plan for the capital is far greater than realized," and Pierre L'Enfant's has been accordingly somewhat exaggerated. Also includes a block of letters to Gouverneur Morris and others on "Sources of Foreign Intelligence." -- Frank Shuffelton
Note on v. 21: Replaces three "temporary" indexes, but the editors caution that they have made no systematic attempt to prepare new subject entries for this index. Some categories were not covered in each of the earlier indexes, e.g. "farm implements" is a category in the second index but not in the first or third, and in preparing the present index the editors did not review Volumes 1-6 and 13-20 to complete the category. Thus, the "temporary" indexes may retain some value. -- Frank Shuffelton
Note on v. 22: First volume of the post-Boyd era returns to offering table of contents on chronological principles and now supplies an index to this volume. This volume adopts a "strictly chronological" ordering of the papers and abandons Boyd's "file folder" method of printing together letters and papers focusing on a common issue or event. Thus, this volume prints the first of the papers TJ bound into the so-called "Anas" volume, and the editors will treat each item as a separate document to be inserted into the Papers volume in the appropriate place according to its date. The editors believe that TJ intended to include in the "Anas" volume only papers covering his tenure as Secretary of State. -- Frank Shuffelton
Note on v. 23: Papers in this volume ... come out of the period of TJ's service as Secretary of State. Included are papers responding to the slave revolt in Saint-Domingue, documents revealing TJ's role in securing Senate confirmation of Washington's nominees of ministers to France, Great Britain, and the Netherlands, as well as the reorganization of the army and the war with the Indians in the Northwest Territory. -- Frank Shuffelton
Note on v. 24: In the second half of 1792 TJ had to deal with the radicalization of the French Revolution, the overthrow of the monarchy, and difficult negotiations with Great Britain and Spain concerning relations on the American frontiers with those countries' possessions in North America. The conflict with Hamilton heats up with pseudonymous attacks by Hamilton on TJ, and TJ tries to persuade Washington of the dangers of Hamilton's program. -- Frank Shuffelton
Note on v. 25: This volume includes material documenting TJ's response to Jacobinism, particularly in the letter of January 3 to William Short, notes on Hamilton's Report on Foreign Loans, debates about honoring treaty obligations with France and preserving American neutrality (Washington's Proclamation of Neutrality was issued on April 22nd.) Also includes instructions for Andre Michaux's proposed expedition to the West. -- Frank Shuffelton
Note on v. 26: Notable material in this volume relates to TJ's response to the activities of Edmond "Citizen" Genet; also exchanges of opinion between TJ and Hamilton on the American debt to France and on the neutrality question. The struggle for George Washington's mind? -- Frank Shuffelton
Note on v. 27: Covers last three months of TJ's career as Secretary of State, including reflections on the Philadelphia yellow fever epidemic, correspondence with and about Edmond Genet, continuation of the rivalry with Hamilton, and the submission to Congress of his Report on Commerce. This volume includes a long supplement of some 270 documents for the period 1764-1793 that have come to light or been reclassified since the edition began, plus three appendixes covering letters sent to TJ as secretary that arrived after his resignation and that he neither received nor read, an account of miscellaneous or routine papers from the State Department that were never intended for publication, and a summary of the forms which appeared with his signature on them as Secretary. -- Frank Shuffelton
